Distributed teams
The access network belongs to somebody else, which puts part of the connectivity boundary outside anybody's control. Everything else is designed around that fact.

- Short uncontrolled path — Media anchored nearest the user, minimising what nobody can configure.
- Attributable quality — Per-call metrics that locate a fault outside the organisation.
- Invariant policy — Recording and retention independent of location.
Which boundary matters
The connectivity boundary, but in an unusual form: part of it sits in a residence, a coffee shop or a train, and cannot be configured, monitored or prioritised.
The control boundary matters because identity has to be portable. The same extension, presentation and recording policy at a desk, at home or on a train — otherwise working elsewhere quietly opens a compliance gap nobody decided to open.
Evidence matters more here than anywhere. When the degrading segment is outside your monitoring, per-call metrics are the only thing that converts a complaint into an attribution.
How the layers are set
Media is anchored at the edge nearest the user, which shortens the uncontrolled portion of the path. It is the dullest available decision and it makes a mediocre home connection sound markedly better.
Per-call records carry the metrics that discriminate a residential access condition, so a complaint is attributed rather than disputed.
Recording, presentation and routing bind to the user rather than the location, so the policy is invariant with respect to where somebody happens to be working.
The layers usually involved

Nearly always. Voice needs very little bandwidth; it is sensitive to jitter and loss rather than capacity. Anchoring media near the user shortens the uncontrolled path, and per-call metrics identify a genuinely deficient connection quickly.
No. A soft client with a decent headset covers most roles. A physical endpoint is justified only for people on calls most of the day.
